Like a traditional coupon or card does not magically land in your wallet, Passes need to be manually added into Passbook. When a Pass is presented to your customers, they are offered the choice to add it to Passbook. That means sending a Pass to someone does not mean the Pass will actually be added to Passbook. However, experience tells us that if the offer in the Pass is pertinent, people will add them to Passbook.
